The article provides some useful insight for strategic planners. But for lower ranking folks like me, the only thing I got out of it was in the tech sector, there's a trend to needing workers skilled in cyber-security, machine learning and crypto-currency.

Outsourcing is no new player in the game. In the late 2000s, almost every friend I met from the ´States had at least one funny story about support calls that were handled by foreign countries. Since it´s an arduous process to acquire skills and resources, as well as learning how to manage both, the possibility of hiring the services and expertise of other individuals who already have all the tools they need tends to be more attractive. This is the whole selling point of services. After the initial beauty of cost/effectiveness wears down, then return of investment and the need for custom features are two factors that often contribute to companies settling down and adopting a mix of in-house and outsourced solutions and/or staff. Hybrid Cloud environments are a good modern-day example of this, but this behavior can also be found in the programming, IT, design and even call center industries.
